The above telegrams asks a number of questions about passport format.
Observations will be entered on page 4 of the machine readable passport. present the prototype carries an unnecessary index which will be removed. The page will not be headed 'observations', nor will following pages be headed 'visas'. This is a consequence of our efforts to make the sister passport, the common EC format document, meet the requirements of the unwieldy EC Resolution, observations on the latter document will be entered on page 5. Hong Kong will appreciate that while in the present traditional passport observations may be initially entered on a page headed

As for Hong Kong's question about the pre-printing of the special endorsement about BN(0) visa requirement, you will be aware from previous minuting on the security of passports to be sent to Hong Kong that it was judged that to pre-print this endorsement would invite unwelcome comparison with that indicating right of abode.
Copies of this letter go to the usual colleagues in the Home Office and to Mr Marcelin in Nationality and Treaty Department.
