HMG appreciate that the introduction of BN (0) status may have implications for the current application of Canadian Immigration
Rules. HMG very much hope that you will be able to accommodate
holders of BN (0) passports within your Immigration Rules to give
them the
access as BDTCs from Hong Kong, by introducing any necessary amendments to the Immigration Rules. Arrangements which enable BN (0)s to continue to be able to travel to Canada (where many have relations) with no visa requirement will be very good for confidence in Hong Kong and will not,
and will not, HMG believe,
give rise to any
difficulties for the Canadian
authorities.
