Thank you for sending us a copy of your letter of 1 September to Mr Game inviting comments on the draft Ministerial submission outlining the campaign to secure international acceptance of BN (0) status and passports.
We have no objection to the minor alterations to the letter to Heads of Mission and to the Annex described in paragraph 2 of your letter.

We have only two minor comments on the text of the draft submission:

Paragraph 5(a):
add the indefinite article before "Note".
Paragraph 6:
add "and Commonwealth" after "foreign" in the first sentence.
As Mr Eggar is the Minister responsible for NTD he should be included as a copy addressee, after Lady Young.
5. We spoke about notifying governments whose representatives are accredited but not resident in the UK. I attach a list showing where these countries' representatives are resident and which of our posts are responsible for relations with their governments. We agreed that rather than consider amending any of the texts it would be sufficient to refer to this in the submission. This could be done by adding to paragraph 5(a) "including those accredited representatives resident elsewhere". At the same time you may wish to consider amending "host governments" in paragraph 5(b) and (c) to "government(s) to which they are accredited". In the meantime I will research the papers about the BNA 1981 publicity campaign to see what method of approach to non-resident representatives was made then. But we can decide on strategy later.
