Dear Sir,
Possible Influx of Hong Kong Residents to U.K.
Thank you for your letter of 22nd September, 1986.
You state that the Government believes that the Hong Kong agreement provides the assurances necessary to enable all those who live and work in Hong Kong to plan confidently for their future there.
It is possible that some of the twenty thousand British Citizens in Hong Kong may nevertheless decide that they do not wish to stay there after 1997. Even one half of the twenty thousand British Citizens coming to the U.K. would presumably have a substantial impact on services here and, accordingly, I would be grateful for some more information.
Could you tell me whether the twenty thousand British Citizens you mention are persons who, in general, have or have not lived in the United Kingdom before and thus could have family links with particular parts of the country. What proportion of the twenty thousand British Citizens speak English?
It would be appreciated if you could send me any available summary of the Hong Kong agreement which might provide basic information on terms and implications of the agreement for a layman like myself.
