HONG KONG: BRITISH NATIONALS (OVERSEAS):
TRAVEL TO THIRD COUNTRIES
FACILITATING
1. You will be receiving separately a letter from me asking you to deliver a Note to your host Government briefing them on the new national status of British National (Overseas) (BN(O)) which will be coming into existence next July and to urge them to afford BN(0)s the same facilities as are granted to British Dependent Territories citizens (BDTCs) from Hong Kong.
For all addressees except Athens, Lisbon, Rome, Dublin:

In consultation with the Hong Kong Government it has been agreed that it would be appropriate to make supplementary points to a number of governments. Generally speaking these are governments which we know are, for one reason or another, currently looking at their visa regimes in respect of Hong Kong BDTCS. Your host Government is one of these and I therefore enclose a supplementary speaking note, which will need to be adapted to cover your local situation.

Depending on the eventual reaction of governments and whether any queries are raised, it may be necessary to give further selective briefing. The Hong Kong Government Office in Brussels have offered to send a member of their staff to any EC post to assist if required with any supplementary briefing. You and we will be better placed to decide whether to take up this offer when we have reactions to the main briefing exercise.
