HONG KONG NATIONALITY ORDER : HOME SECRETARY'S SPEECH
1.
We discussed the draft of the Home Secretary's speech in opening the debate on the Nationality Order on 13 May. We agreed that, since the debate is now to be 14 hours, the speech needed to be considerably shorter. I attach a redraft
which I hope is nearer the right length.
2. As you know, we are to discuss aspects of the debate with Ministers later
today. We may need to amend the text further in order to reflect the conclusions of that meeting. Our aim, however, will still be to have a final draft available
for the Home Secretary to consider overnight.
