Hong Kong Nationality Order in Council

As you know the Secretary of State met Lord Cledwyn briefly this afternoon. Lord Cledwyn rapidly explained that the formulation which Lord Glenarthur was now proposing to use in his speech would enable him to withdraw the amendment which the Labour Party had put forward. In his speech at the beginning of the debate Lord Cledwyn would set out the arguments for the Indians in a standard and undramatic way, with the intention of later accepting that the Government had moved sufficiently far to meet them.
