In addition multiple-visit entry clearances valid for 4 years may be issued
to representatives of local firms of some standing in Hong Kong. Most visitors
from Hong Kong have no difficulty in gaining admission to the United Kingdom
without prior entry clearance and we do not consider that any change in the
present arrangements would be justified.
[Comparison with the United States' visa arrangements is not a fair one. Although the United States will, in certain circumstances, issue a multiple visa valid for the currency of the validity of the passport, this
does not itself entitle the holder to gain admission. Furthermore, the United
States visa requirement for visitors from Hong Kong is mandatory; the United Kingdom's entry clearance arrangements provide an optional facility.]
