Why is it necessary for people to register as BN (0)s, rather than simply
apply for BN (0) passports?

Passports flow from nationality.
Before issued with a BN(0) passport a person must
have BN (0) status. Registration is consistent with long-standing provisions
in our law for
those with an entitlement to British nationality. But the procedure
will not be cumbersome or lengthy, and no charge will be made for registration.

Can a person be registered as a BN (0) without acquiring a BN(0) passport?

No.
The new status and the passport that goes with it are inseparable, to comply
with the UK Memorandum. Applications will be simultaneously for BN(0) status and
a passport. We envisage that registration will simply be marked by the entry of
each person's details on a central register, to be maintained by Hong Kong.
