I note from the Parliamentary Reply by David Waddington APS 14.4.86 (W74) that the Hong Kong (British Nationality) Order, is to be laid soon and, according to a Reply from Tim Renton of the same date (W71) the representations by the Hong Kong Legislative Council are being given careful consideration.
However, this is not good enough. Members of the Legislative Council want a response before the order is laid so that they can comment upon it. As it so vitally affects their future I think this is a reasonable request and they ought to have the opportunity of expressing their views in advance.
If they are unable to do so it would be unjust and unfair, and I hope you will ensure that the necessary information is provided for them before the Order is laid.
