Thank you for your letter of 9 April to Geoffrey Howe, who asked me to reply. I have delayed doing so in order to take account of the statement Douglas Hurd made in the House yesterday, of which I enclose a copy.

As you will see, we have been able to respond positively to two of the three requests made by the Hong Kong Legislative Council - those concerning the passport endorsement and the ex-servicemen.

As regards the Hong Kong Indians and other ethnic minority groups, we have concluded that to grant them British citizenship would not be justified in the present circumstances. We are satisfied that the arrangements we have made on nationality, combined with the right of abode guarantees in the Joint Declaration, properly meet the needs of the ethnic minority BDTCs in Hong Kong for an accepted citizenship status and for a place to call their home.
