DEBATE ON HONG KONG (BRITISH NATIONALITY) ORDER : OPENING SPEECH

I understand from Parliamentary Section that the debate in the House of Commons
on the Order will take place on 8 May. It will be a half-day debate, lasting
until 7 p.m.
We shall need, therefore, to move relatively quickly to offer Ministers a draft
speech. I attach, therefore, a first draft. I should welcome comments. As
you will see, it has been drafted on the assumption that the Home Secretary will
deliver it. But it may be that he will have other commitments that day and that
the speech will need to be slightly modified for Mr Waddington. We shall need
to see how this develops.
Subject to your views, I think it would be as well if we were to put up a draft
of the speech to Ministers in time for their weekend boxes. We could then
gather together comments on 6 May (taking account of the Bank Holiday) and
submit the final draft as soon as possible the following day. We shall also
provide, if possible by the weekend, the same sort of extensive background
material which we prepared for the January debates. Ministers will probably
not, however, want to spend too much time with this, although it may be of some
help in the winding up.
If we are to meet this timetable, it would be very helpful to have initial
comments on the attached speech by about 5 p.m. on 1 May.
