1. Thank you for your letter of March to Rosemary Sharpe about the line to take about the ethnic minorities in Hong Kong.
2. In view of the growing interest here in the subject, we would find it useful to be able to issue a background note to the press. Drawing on Jonathan Powell's teleletter of
20 December 1985 and the debate in the Commons on 16 January 1986, we have put together the enclosed draft note. We should like to issue this soon, but before doing so would be grateful if you could cast an eye over it to make sure that it is
