Reference the exchange of letters between

citizenship by BDTC's.

For the Home Secretary to register these businessmen British citizens he would have to ignore the requirements Section 4(2) and (3) of the Act. On the face of it however he does have authority to do this - if he goes against the spirit of the Act and applies as widely as can be the powers he is given in Section 4(4).

It will be interesting to know what he decides. But it seems to me that what No 10 seem to be advocating (ie agreeing to register these people) is fraught with political danger - the one policy for the rich, another for the rest syndrome, and if investment in the UK becomes a criterion for registration how much do we put on a British passport? Ι think we should lie low on this and wait to see if the Home Office make an approach to
us.
