Thank you for your letter of 14 March about the Hong Kong nationality issue. I am grateful for your words of encouragement on the Agreement. We believe it is a good one and, as you say, good progress is being made in the continuing Joint Liaison Group discussions.
I too am very much aware of the concerns which have been expressed by the people of Hong Kong either directly, through
the Legislative Council in Hong Kong or through Members of
Parliament. It is because of these concerns that we are
giving the most careful consideration to the three proposals to which you refer in your letter. Following the debates in
Parliament in January we decided to seek further information
which would help us to reach decisions. This information is
still being evaluated. I do not think it would be right for
me to say more before decisions have been taken on the
questions. But I shall certainly write to you again when we
have something to announce.
