Thank you for your letter of 23 January enclosing a copy of a
letter from Mr W Pettitt of 6 Chamberlain Way, Surbiton, Surrey,
KT6 6JH. Mr Pettitt expresses concern about the possibility of
non-ethnic Chinese being allowed to come to this country from
Hong Kong.

Our primary objective in negotiations with the Chinese has been
to reach a satisfactory negotiated settlement which will ensure
continuing stability and prosperity for all those who live and
work in Hong Kong. We believe that the agreement with the Chinese
provides this framework and that those in Hong Kong recognise
this.
In these circumstances, I do not expect that there will be
any general desire on the part of people in Hong Kong to come
to this country. Furthermore, nothing in the agreement, in the
Hong Kong Act 1985 by which Parliament endorsed the agreement or in the Draft Ordering Council which was recently debated in Parliament, provide anyone connected with Hong Kong with a right to come to the United Kingdom for settlement if they did not have
a right to settle here already. Having said that, concern has
been expressed about the position of the non-ethnic Chinese
British Dependent Territories Citizens in Hong Kong after 1997
and about the position of former servicemen there. were echoed in the debates in both Houses on the Draft Ordering
