1. Thank you for your letter of 12 February addressed to Jonathon Powell about the ethnic minorities in Hong Kong.
2. I am afraid there is little we can offer on this for the moment. The Question of the ethnic minorities' demands for British Citizenship is still under consideration by the Home Office and no decisions have yet been taken. In response to press
in enquiries you can say that during the debates in Parliament, January on the Hong Kong Nationality Order in Council, Ministers said that they would consider carefully all the representations which had been made on behalf of the ethnic minorities. Further information was sought and is now being evaluated. No decisions have yet been taken. An announcement will be made in due course.
