1. Thank you for your letter of 16 January which refers particularly to the Visa Abolition Agreement with the Netherlands but which should, of course, be read in the
wider context.

When the British Nationality Act 1981 was brought into effect on 1.1.83, no steps were taken to amend individual agreements. A note was sent to all Heads of Diplomatic missions in London explaining that inter alia the three national statuses of British citizen, British Dependent Territories citizen and British Overseas citizen were replace citizenship of the United Kingdom and Colonies. Therefore, in all our international agreements the expression 'citizen of the United Kingdom Colonies' should be read as applying to those new statuses.

3. I think it would be right to adopt a similar procedure in regard to BN(0)s, with the action being taken during the period following the passage of the Hong Kong Nationality Order and before its coming into operation, I would be grateful for your views.
