Thank you for your letter of 10 March taking forward the question of getting the acceptance of third countries for BN (0) passports without visas.

We will look at the draft note to Missions with a view to a discussion on the lines you propose (though the developments even since you wrote on the Hong Kong Order in Council suggest that the timetable has already slipped a little).

As you know it is the Netherlands which causes us most concern given their delayed reaction to the British Nationality Act changes. One of the issues for discussion will have to be the need for a special approach to the Dutch acknowledging the issue they have already tabled.

I am sending copies of this letter to the recipients of yours and to Jim Nicholson Passport Department.
