Mr Powell telephoned me about the Home Secretary's letter of 31 January to the Foreign Secretary (which the latter did not see before leaving for Lusaka). He said that No 10 interpreted this as a substantial olive branch from the Home Secretary, and he looked forward to seeing our response.
It was clear from what Mr Powell said that the Prime Minister is keenly aware of the potential which these issues have for causing a serious rift between HMG and government and public opinion in Hong Kong.
