HONG KONG: ISSUE OF BN(0) PASSPORTS
Thank you for your minute of 14 January about BN (0) passport fees, to which was attached a copy of the Treasury's letter of 6 January.

We feel that our arguments should be put again, possibly more forcibly, to the Treasury before we approach the Governor of Hong Kong as they seem to be under some misconceptions about the arrangements for the issue of passports in dependent territories generally, not only in Hong Kong. You may therefore wish to consider the attached draft letter from Mr Escritt to Mr Nelson, Treasury, and I should be grateful if the departments to whom this is copied would add any observations they may have. We would also be happy to hold a further meeting if this is considered desirable.
