The Treasury have not budged essentially from their original position that Hong Kong can retain the cost of the document plus their administrative costs but the surplus should be surrendered as Consolidated Fund Extra Receipts (CFERS).

For what it is worth however, in their latest letter they did put

put forward the suggestion that the BN (O) passport fee might be reduced to cost and admin costs only in other words, if we do not profit, nobody should. I do not know whether this is a starter and therefore I have not mentioned it in the attached draft telegram. Neither have I set out the arguments Finance Department have SO far employed with the Treasury because I do not think we should be seen to be leading Hong Kong on too much this. In any case Finance Department are touchy about bing in an "outsider" (Hong Kong) to what is as far as they are concerned purely a UK government department matter and they would probably object. Also, I think it would be useful to see if Hong Kong can come up with any different arguments ог if not if they can suggest a different approach to on es we have already employed.
