As you know, Mr Renton is keen to ensure that Home Office Ministers are in touch with us before they reach any final decisions on the delicate issues of the passport endorsement, the non-ethnic Chinese, and the ex-servicemen.

He fully accepted the need for FCO Ministers to be consulted, given that they are the ones who have to explain our policy on these questions in Hong Kong. left it that he would get in touch once Home Office officials had submitted to Ministers and Mr Waddington had had a chance to consider their recommendations. meeting between Mr Waddington and Mr Renton would probably be necessary, but this would depend on the decisions which Mr Waddington envisaged taking (or recommending to the Home Secretary).
