It is difficult to estimate what the financial liability

of such a guarantee would be. Certainly repatriation would only

be authorised as a last resort. One possibility that we are

looking at to keep costs as low as possible would be to impound a

repatriate's passport and issue an emergency one journey

document.

The example of BOC passport holders to which you refer is

not helpful. If all else fails we would repatriate a BOC to a Commonwealth country with which we have reciprocal agreements and

where the local authorities may assist us with a recovery of

repatriation expenses. It is extremely unlikely we would consider repatriation of a BOC to a non-Commonwealth country.
