I attach a draft holding reply to Hong Kong Telno 325. We will need to consult Consular Department and NTD on whether it would be possible to offer consular protection to COIS after 1997 in countries where China is not represented. I doubt that this will be possible, but we should steer Consular Department towards giving a positive answer if at all possible. I f y ou agree I would be grateful if Mr Hill would discuss departments.

The revised EXCO paper (attached) is unexceptionable. will have to await Hong Kong's draft JLG paper. EXCO's failure to agree to a fallback position is not too serious.
If we fail to reach agreement there S still s ome time. The deadline for agreement
is July 1987, and there should be no. need
