You asked if there was any possibility of HMG coming to some arrangement with the Chinese Government to continue offering Consular assistance to HKCOI holders, after

30 June 1997, in some countries where China had no representation.

3. I am afraid we would be most reluctant to take on any such commitment. We realise that the Hong Kong authorities (and yourselves) wish to be as constructive as possible in your approaches to the Chinese and that questions of nationality and passports are contentious. But at a time when we are under increasing pressure from ever diminishing resources, we could hardly take on an additional and open ended commitment on behalf of a foreign government.

4. I am sorry for this negative reaction, but I am will appreciate our position.
