You will have received a copy of John Grainger's minute (279) 4 of 24 February. This was in reply to my minute of 17 February,

which I omitted to copy to you at the time but of which a copy is now attached. Also attached is a copy of the letter of 10 December from Mr Weekes, Home Office, which was not previously copied to you.

2. Before I write to Gibraltar about (a) a possible amendment to their Immigration Ordinance and (b) possible restrictions on the admission to Gibraltar of pregnant BDTC women from other dependent territories, I shall be grateful to have Hong Kong Department's views. I assume it will be difficult to give any assessment of how many Hong Kong BDTCs might avail themselves of the present loophole in order to secure for their future children the possibility of registration as British citizens by arranging for the birth to take place in Gibraltar (see para 6 of John Grainger's minute).

3. I believe that in para 7 of John Grainger's minute the reference to Hong Kong in lines 4/5 should in fact be to Gibraltar.
