are desirable or necessary before we bring the Order before
the House for approval. It is right we should act with
care and deliberation since the Order will be a key step
in the implementation of the agreement. The agreement itself
was widely accepted by the people of Hong Kong and welcomed
around the world as a significant achievement. With the help
of the House and of the people of Hong Kong we look forward
to the nationality Order being seen in the same light.
