Thank you for your letter of 16 January, with which you enclosed a letter addressed to the Speaker (and also to all other MPs) by Miss Lydia Dunn, the Senior Unofficial member of the Legislative Council in Hong Kong.

As you will know, the concerns set out in Miss Dunn's letter were fully considered in the House of Commons debate on the draft Hong Kong (British Nationality) order on 16 January, and in the House of Lords on 20 January. those debates Home Office Ministers (the Home Office lead on this subject) explained the difficulties the Government see in accepting Miss Dunn's proposals as they stand; but undertook that the Government would look again at the proposals in the light of what had been said in the debates, to see whether anything further might be done to allay the concerns expressed by Miss Dunn and others. The FCO Minister of State, Mr Renton, is visiting Hong Kong this week, and will be discussing these matters among others.
