I enclose a letter from Mr Christopher D'Almada of Hong Kong about the request of ex-prisoners of war in Hong Kong who are neither Chinese nor British citizens to be granted British citizenship, with the enclosures to which he refers.

We shall no doubt discuss this matter in the debate on the Hong Kong Nationality Order. My own view is that if there is any group of people in Hong Kong who deserve to be favourably considered under Section 4(5) of the 1981 Nationality Act for the granting of British citizenship this group must be high on the list. Perhaps I am influenced by the fact that my father was himself a member of the Hong Kong Volunteers and was a prisoner of the Japanese.

However, the purpose of this letter is to raise with you two particular points. These are referred to at the end of the second paragraph of the representations to the Royal British Legion, which I enclose. They are, firstly, whether the ex-prisoners of war have been in Crown service within the meaning of Section 4(5). Secondly, does Mr Gunn's remark about "close (China connections with the UK" introduce a new criteria (penultimate paragraph of Mr Gunn's letter.
