DEVELOPMENTS IN MR RENTON'S ABSENCE: HONG KONG
1.
Mr Renton's visit to Hong Kong has been
has been the main event during
his absence.
2.
As reported to Mr Renton by telegram the House of Lords debate
focussed
ev en more pressure on the Government to concede on all
three of the LEGCO requests than the Commons debate, and Lord
Glenarthur in winding up for the Government used more positive
wording on the endorsement in BN (O) passports
passports than Mr Waddington in the Commons In Lady Young's view it may not be possible to get the
Order through the Lords
the Lords unless the Government concede on all three
points.

In light of the Lords debate it was agreed that the Secretary of State should write straight away to the Home Secretary pressing
him to concede on the endorsement in BN (O) passports and also to
look again at the ex-servicemen and Indians. Home Office officials
are considering their reply. We are still some way apart on the
wording of the endorsement. A team of Hong Kong officials are to
ex-servicemen and the Indians on
