I am writing to you on behalf of all Unofficial Members of the Legislative Council to express their deep concern on issues raised in this White Paper. That concern is shared by all Unofficial Members, both the 22 appointed Members and the 24 elected Members, and accurately reflects, I believe, the views of the community at large.
You may already have received reports about the adjournment debate on the White Paper on the Draft Hong
