We have, as requested, considerably reduced the length of the Opening Speech.
In doing so we have omitted some points of detail. These points have now been
set into the form of notes for winding-up. They can of course also be drawn on
to deal with any interventions during the course of the Minister's opening speech.
The attached Section B should therefore replace the existing Section B submitted
with our earlier material.
3. If any matters are raised in the Commons debate this evening which suggests
the need for any amendments or additions to the speech or other material, we shall
report these to Lord Glenarthur at his meeting on 17 January.
