The Secretary of State has seen Miss Dunn's letter to him of 3 January, and the similar letter which she has sent to the Prime Minister. He is also aware of the subsequent exchange of telegrams with Hong Kong (e.g. Hong Kong Tels 52 to 56)

The Secretary of State realises that this is a tricky problem and would be grateful for a short note on our position. It would be helpful to have this note by close of play tomorrow so that he may study it before departing for the Gulf.
