Thank you for your letter of 6 January enclosing letters from Ms Lydia Dunn and Mr Hari Harilela on the Hong Kong (British Nationality) Order. These are both cyclo-styled letters sent to all MPs and we believe are intended to influence the debate rather than to elicit substantive replies. We do not think that we should reply to their substance at this stage : this will be fully discussed in the debate on 16 January in the House of Commons. I attach draft acknowledgements to both letters, which we have agreed with the Home Office.
