NATIONALITY: CHINESE ATTITUDE TO INDIAN BDTCs
1.
You should be aware of one aspect of the Chinese attitude to
the Nationality Order in Council which could cause difficulties.

As you will remember we put a paper to the Chinese at the
second meeting of the JLG proposing that they should agree to state
that they would consider sympathetically application s
from
non-Chinese BDTCs settled in Hong Kong after 1997 to become Chinese nationals. They were guarded about this and tended to take the line that the position of non-Chinese BDTC were a problem for Britain to

stateless, apply for Chinese nationality under Chinese nationality
law. We shall be referring to this in the Parliamentary debate.

The pro-Chinese press in Hong Kong (both Wen Wei Po and Ta
Kung Pao) have now come out with the unhelpful line that the
position of non-Chinese BDTCs is an historical problem which must be
settled by Britain. Ta Kung Pao has supported the Unofficials' request that the British Government should give right of abode in
the UK to the ethnic minorities. I attach two telegrams reporting these articles. We may hear more of this from the Chinese.
