The Broadcasting Review Board recommends that:-
The Status of the Public Broadcaster
(a) RTHK, in both its sound and television
divisions, be disestablished from
Government and reconstituted with its own
Charter as an independent statutory
corporation with its own Board of Governors.

right to fix the terms of employment of the
officers of the Corporation and to select
those officers.
(c) ideally the public broadcaster should be
led by a person fluent in English and
