(a) that the BRB's
recommendation
of an immediate total ban on
tobacco
advertising
and
sponsorship on
television
should
not
be
accepted
(paragraph
15
of
the
memorandum);
(b) but that
implemented
follows :
ban should be
in phases as
(i) a ban from 4.30 p.m.
to
10.30
p.m.
to
be
introduced
in
December
1988;

(iii) that in the meantime APIs
with warnings of the risk
of smokings should be
