MEMORANDUM FOR EXECUTIVE COUNCIL
RECOMMENDATIONS OF THE BROADCASTING REVIEW BOARD
ADVERTISING (EXCLUDING TOBACCO ADVERTISING) AND PROGRAMME QUALITY

The Broadcasting Review Board (BRB) has made several recommendations concerning advertising and programme
programme quality. This memorandum identifies the major recommendations, (excluding tobacco advertising which is the subject of separate submission to the Council (XCC (86) 167)) and seeks the Council's advice on their implementation. Some relatively minor recommendations of the BRB on advertising and programme quality are proposed to be dealt with by the Broadcasting Authority to be established.

The major BRB discussed in this paper are:

to limit the maximum amount of non-programme material within a clock hour to 10 minutes of advertisements, 2 minutes of station/ programme promotion and one minute of unpaid Announcements of Public Interest (APIs);
