Compositions and Functions of the Board of Governors

A Board of Governors made up of a total of nine members is proposed. To ensure that the Board can reflect the views of the various sectors of the community, and at the same time be seen to be independent, the Board should consist of a majority of non-officials. It is thus proposed that there be eight non-official members. The remaining member would be a public official, whose presence
on the Board would serve to ensure that RTHK's activities remain consistent with the Government's overall broadcasting policies. This could either be the Secretary for Administrative Services and Information or the Secretary for District Administration. It is also proposed that the terms of members' appointments should be for a period of two years, initially, and renewable thereafter.

At present RTHK's responsibilities are stated in a General Circular (copy at Annex B). It is proposed that this circular should form the basis for RTHK's future terms of reference.
Functions of the Board of Governors

It is proposed that the Board would be charged with the following functions:-

(a) To decide and implement the broad policy objectives of RTHK within the ambit of RTHK terms of reference, including: -

ensuring that the programmes produced by RTHK will serve to inform, educate and entertain the public;
ensuring that the programmes produced by RTHK reflect fully, objectively and in
in a balanced manner, the views of the people and the Government of Hong Kong;
ensuring that the programmes produced by RTHK cater for minority needs.
To maintain the editorial integrity of RTHK.
То examine and endorse the annual draft estimates of revenue and expenditure proposed by the Director of Broadcasting for submission to the Government for approval.
