RESTRICTED
5. One particularly sensitive aspect of our relationship with the External Services, which I would ask Departments not to take up with the BBC unless cleared with information Department, are complaints and criticisms about particular broadcasts. These cases, which often concern programme content and touch on editorial independence, are first and foremost a matter for senior management in Bush House rather than individual language services and should be dealt with by Information Department unless agreed otherwise.
6. I hesitate to self advertise! But for any of you who may be interested I shall be giving a short lunchtime talk on the
BBC and Foreign Policy on Friday 12 December at 1 pm in Room WH240. I would be very happy to deal with any questions on our relationship with the External Services on that occasion.
