In general District Board members supported the idea of an independent RTHK but voiced doubts over the proposal to grant it a monopoly of prime-time, or the viability of a commercially funded public broadcaster. Members strongly supported measures aimed at improving programme standards in general, including the establishment of a Broadcasting Authority. There was widespread opposition to a ban on tobacco advertising on TV, though a substantial minority were in favour. The emphasis of DB discussions was on control and regulation, contrasting interestingly with the focus in the media on broadcasting freedom.
