The purpose of this memorandum is to seek Members' approval for the introduction of the Film Censorship Bill, Annex A, into the Legislative Council. The Bill seeks

to repeal the sections related to the censorship of films and the entire Film Censorship Regulations under the Places of Public Entertainment Ordinance (Chapter 172);

to enact, in their place, a new Censorship Ordinance which will incorporate all the

Film censorship powers are presently provided under the Places of Public Entertainment Ordinance (Chapter 172). Section 5(1) of the Ordinance stipulates that no person shall advertise, present or carry on any cinematograph display unless the film and any advertisement used in connexion with such
