the introduction of some
mechanism for the taking of
evidence, ex parte, in secret and
on oath (paragraphs 6.30 to 6.57
of the document) : views on this
option were strong and opposite.
Some persons felt it was a dangerous step to introduce legislation which required
persons to answer an
investigator's questions.
But
others recognised that it was necessary if organised crime was
to be tackled effectively. The
Government has concluded that the
public would like to see proposals developed further for
some mechanism akin to the
American Grand Jury with its
scope clearly defined and limited to tackling organised and triad
crime;
the introduction of legislation governing prosecution witness agreements (paragraphs 6.60 to
6.62 of the document);
(vii) the introduction of legislation
on the lines of the American
Racketeer Influenced Corrupt
Organisations (RICO) Statute
(paragraphs 6.85 to 6.90 of the
document) : there was clear
general support that this statute
be studied in detail;
