All these measures were generally
supported by the public. Some will be relatively quick and easy to introduce, such as items (ii), (iv) and (v).
Others will involve complex legislation and may take considerable time;
those which will be referred for
further detailed consideration before being proposed for implementation

police supervision (paragraphs 5.23 to 5.32 of the document) : this option received general support. But many comments and reservations were expressed, particularly on the suggestion that persons subject to this scheme should be subject to a special form of caution which would place the onus on that person to provide an explanation as to his presence. The scheme will be examined carefully again before proposals are put forward;
