The RICO Statute applies in areas with entirely

different problems and circumstances from those

in Hong Kong. There should not be any adaptation

of the RICO Statute before there is a

comprehensive study of its relevance to Hong

Kong' conditions.

Administration's comments. In considering this

comment of the Bar, it should be borne in mind

that the Bar does not accept that there is a serious organised crime problem in Hong Kong.

The Administration knows that there is.

A programme of effective Government CONTROL of gambling by: (a) certain extension of legalized gambling and (b) police action to be stepped up in the operation of illegal casinos and mahjong

clubs.

Administration's comments. The FCC has recently

recommended tightening up the laws on illegal gambling and increasing penalties. The Police continue to take action against illegal casinos.

A competent body should be set up to study

vice-related problems in depth.

Administration's comments. A working party was

set up under the Attorney General to study this very problem. The FCC recently agreed that environmental nuisance associated with

prostitution should be made a criminal offence

and suitable procedures and legislation drawn up to tackle, primarily, one woman brothels in residential buildings.
