The way to allow triad members to dissociate themselves from their triad allegiance is not by
a dramatic scheme of renunciation. Instead,
existing legal machinery could be used to bring a self-confessed triad before a magistrate on a
charge under s 20 of the Societies Ordinance.
The magistrate, being advised that this is a
reformed triad, could then discharge the ex-triad either conditionally or unconditionally, with no
conviction recorded. This would reflect
society's condemnation of triad societies whilst
helping to rehabilitate the ex-triad.
Administration's comments. The procedure suggested is effectively that currently employed by the Correctional Services Department in the "triad cleansing scheme". The Judiciary dislike the procedure intensely as it is open to abuse by
ingenuous triads and allows the court no discretion in passing sentence.
An intensive anti-triad campaign similar to that aimed at drug abuse should be launched by
government. Triad activities and triad behaviour must be condemned not only by the government, but also by the public.

been made in many fora and will be followed up.
The use of task forces should be encouraged in
combatting triads.
Administration's comments. This is as suggested in the discussion document and is being pursued. It is envisaged that task forces, headed by the Police, may be established as necessary by redeploying existing manpower with Government.
