The HK Economic Journal advised readers not

to come forward as witnesses as the proposed

amendment to Section 39 could easily lead to a

prosecution for making a contradictory statement. Ming Pao felt that applying pressure to a witness to prevent him changing his statement conflicted with the fundamental principle of freedom to give

testimony.
