(35) the maximum fine under the Societies
Ordinance should be increased to
$200,000 and the property of triad
leaders should be confiscated;
(36) anyone with a criminal record should be
debarred from election to DBS, the
Urban Council, and similar bodies;
(37) television companies should be
investigated for triad infiltration;
(38) there should be strict control over
undesirable establishments;
(39) new legislation should be enacted to
monitor police power and to guard against abuse; and
(40) there should be heavy penalties &
strict supervision schemes for those
with long criminal records.
