(16) triad recidivists should be heavily
punished;
(17) Government should review gambling
policy, including the desirability of
off-course betting on horse racing;
(18) special I.D. cards should be issued to
convicted triad members;
(19) other criminals (eg rapists) should
also be restricted in their activities
after release from prison;
(20) the law should be amended to allow
fines to be adjusted regularly in line
with annual inflation rates;
(21) a legal minimum of fines should be
imposed;
(22) the setting up of red-light districts
should be supported;
(23) triad societies should be prevented
from registering under the Companies
Ordinance, Cap 32;
(24) an accomplice should be given some form
of punishment even though he gives
evidence for the Crown;
(25) triads within the Police Force should
be eradicated;
